Module 1 Query: After the 9/11 terrorist acts in 2002, Congress and the executive branch began the process of standing up a new department for homeland security that now employs nearly one-quarter million employees. Though the 22 agencies that came from four other cabinet-level departments continue with their former responsibilities (such as import duties enforcement or natural disaster management), they are now part of a larger organization (org chart on p. 69 of the Bullock book) that is primarily tasked with preventing and responding to domestic terrorist threats. Police researchers remain uncertain whether a single national bureaucracy was the optimal solution to the country’s homeland security or whether better coordination among multiple agencies is ideal. Drawing on my lecture and your assigned readings, please provide your views on whether building a department with a quarter-million employees would be your first step in reorganizing US national security after the 9/11 terrorist attack.
